2.1. The recorder shall incorporate a combination of an onboard and off-board mechanism for recording and storing the speed of the vehicle.
2.2. The speed shall be recorded in Km/h at not more than five seconds interval.
2.3. The retrieved data shall clearly and in an unambiguous manner display the date
(dd Imm Iyyyy) of recording.
2.4. Each entry shall be time related (either 24 hour or 12 hour format).
2.5. Each entry shall capture global position coordinates.
2.6. The recorded data shall be in the same format for both the onboard and off board storage Systems
2.7. The minimum information of the data to be recorded and transmitted shall include the following:
a.Real-time online tracking on Fleet Management System (FMS) platform via GPRS and via Google Map link
b. Update position online by time interval and distance
c. History data recording including: Speed, License No., Odometer, Date & Time, Driver identification, physical address, telephone
d. Alarm for external power cut, low battery alarm, overspeed alarm, geo-fence alarm and out of operation time interval alarm
e. Speed limiter device report: Distance travelled, Last Position, Satellite photo, trip report, status report, tamper report, driving or operation time interval report
5.2.8. Memory capacity of the speed limiter device shall have a minimum capacity of saving 5,000 blind data.
5.2.9. The speed limiting system shall incorporate a mechanism for recording the speed of the vehicle of the last 24 hours, which speed shall be date (day, month and year) and time related.
5.2.10. Speed limiter device shall provide at minimum date (day, month and year) and time related, location and speed information
5.2.11. The speed limiting system shall store the data in a non erasable memory for at least 72 hours even if the power supply is disconnected.
5.2.12. Speed limiting system shall ensure data retrieve mechanism (without loss of data) at the point of inspection without using specialized equipment.
5.2.13. The retrieved data shall be in a format that the motor vehicle inspection officer will be able to understand without requiring the services of a speed limiter specialist.
5.2.14. Speed limiter device shall have ± 5km/hr speed accuracy tolerance.
5.2.15. The speed limiting system shall upload the data at not more than 60 seconds interval.

4 The Mechanical Actuator
For the Electronic throttle ( EFI ) vehicles , no need add mechanical actuator, the limiter will simulate the voltage value of the vehicle throttle sensor, when the vehicle is over speed, The limiter will give ECU a idle voltage value, ECU will control the throttle according to this voltage value. When the vehicle is in normal driving state(not over speed), the speed limiter will not interfere the vehicle speed. The throttle sensor will give ECU normal driving voltage, let the vehicle keeping normal driving.
We can find two adjusting knobs on the PCBA board. We take a screwdriver insert into the small knobs, screw it, then we can adjust the voltage of this two wires.
